KPESA Bargaining Update 1.17-18.12

It's been a pretty busy couple of days at the table.
Rationales (reasoning behind the proposed language) began on the 17th with Article 11 and went through Article 36. Here are a few highlighted articles:
Article 16 - Salary Schedules: Terri asked when the one-time $100 would be paid to support staff.
District replied they would get back to us with that info.
District asked for explanation of how the CPI (inflation calculation) would be calculated
Terri replied that we would explain it after we went to a caucus (meeting of the bargaining team without the district team in the room)
Article 16A - Career Advancement: Terri explained how the Career Advancement Proposal would benefit our support staff; by making a plan, obtaining more education, receiving compensation each year for that education.
District replied that they would like some time to look into this proposal and understand the inner workings of the proposed language.
Article 27 - Health Care: Terri introduced the Association's proposal keeping the 4-6 hour employees being allowed to opt-out of the health insurance plan and asking for a 90/10 split with the district and doing away with the dependent care costs.
District introduced making health insurance available only for those working 6 or more hours per day and changing the appeals process for the health care plan; also increasing the dependent care costs.
Terri Tidwell, KPESA spokesperson, explained the new language that KPESA Proposed for Long Term Disability Coverage in Article 18. For a minimal expense, the district could cover the employees and if an employee had a long term disability the insurance would kick in until that employee was able to retire.
The discussion was turned over the KPEA and 4 more EA sections were t/a'd.

The discussion started today with Spokesperson Terri Tidwell, Lots of discussion took place with Articles 18 and 19 (these 2 articles are connected and impact the 12 month employees)
The following articles were t/a'd (tentatively agreed)
Article 8 Safety & Liability - Eliminating the safety committee because it is in OSHA Law
Article 12 Resignation - Back to original language regarding the donation of accrued sick leave to the sick leave bank.
Article 15 Special Certification or License Reimbursement - back to original language regarding special certifications.
Article 31 In Service Trainings - All inservice days will occur during the employee's work calendar.
We TA'd (tentativley agreed) Articles 8, 12, 15 and 31. We've now t/a'd 17 of 41 articles.
At the end of KPESA discussion, spokesperson Terri Tidwell, mentioned wanting to take Article 3 back to status quo, District declined. This is the language that was fought very hard for 20 years ago. It is the language that keeps Agency Fee in our contract.
The next scheduled day of Bargaining is Monday, January 23rd and then January 30th.
